Timor-Leste
A young island nation where pygmy blue whales and many dolphins pass through the deep strait between Dili and Atauro.
Ethics pass, with care. We found a way to visit this country that meets our animal-welfare standard, as long as we work with the right local operator. Checked by Ocean Calling on 30 Sep 2026. Sources: Unregulated tourism risks disrupting Timor-Leste's whale migration, Mongabay, Dec 2025; Regulation of Timor-Leste's whale tourism sector urgently needed, Fundasaun Mahein, 26 Sep 2024; Whale watching season in Timor-Leste 2025, Timor-Leste Tourism, 8 Oct 2025.
Why Timor-Leste
Pygmy blue whales, sperm whales, pilot whales and several dolphins pass through the Ombai-Wetar strait, most often from October to December. Spinner dolphins, bottlenose dolphins and melon-headed whales are seen through the year. Whale tourism has no national law yet, only voluntary guidelines from 2020, and researchers report crowded boats and swimmers dropped onto whales. Ocean Calling only shares the story for now, and watching from shore or a respectful boat is the gentle way.
Conservation-led. Ocean Calling guests never chase, touch or bait animals.

Can we travel here ethically?
Ethics pass, with care
Good with the right operator. Here is how we choose.
Whale watching from shore or a respectful boat can be done gently. We avoid swimming with whales, because Timor-Leste has no whale tourism law yet and 2025 reports describe crowding, swimmers dropped onto whales and no calf checks. We will look again when rules are enacted. We are still learning about reefs and operators here.
Evidence is still thin here. We are checking again with official sources.
Checked 30 Sep 2026. Places change, so we look again every year.
